While every state differs, generally, you may purchase insurance for a vehicle if someone else owns it, but the insurance company will need to know whom the vehicle’s owner is (who is on the title) and who will be driving the car. They don’t care who pays the premium, as long as it is paid. If your question is asking whether you can dupe the insurance company into believing you own the car, when you do not, that would be grounds for termination of the policy.
